Samuel Muigai serves as the Deputy Director of ICT at the Kenya Marine and Fisheries Research Institute (KMFRI). He is a highly experienced ICT leader with expertise spanning government, research, software development, and telecommunications sectors. Prior to joining KMFRI, he served as the ICT Director at the County Government of Tharaka Nithi, where he successfully spearheaded digital transformation initiatives and modernization of public sector technology infrastructure. His work focuses on leveraging emerging technologies including Artificial Intelligence, enterprise systems, cloud computing, cybersecurity, and business intelligence to improve organizational efficiency, innovation, and service delivery. Samuel combines strategic leadership with strong technical expertise, enabling institutions to adopt modern ICT governance frameworks, strengthen cybersecurity posture, and unlock value from digital technologies and data-driven decision-making.
