His appointment was made by the Cabinet Secretary for Mining, Blue Economy and Maritime Affairs Hon. Salim Mvurya, and published in the Kenya Gazette on 7th June 2024. He is a seasoned businessman and political leader with over 20 years of experience in heading and managing diverse organizations and enterprises. He holds a Bachelor's degree in Political Science and Public Administration (Second Class Upper Division) from Moi University, as well as a Diploma in Hotel and Restaurant Management from the same institution. Mr. Dzuya currently serves as a Board Member of the NGO Coordination Board, where his responsibilities include developing and reviewing policies governing the operations of NGOs in Kenya, monitoring and evaluating compliance with established regulations, resource allocation, and oversight of financial and human resource management.
