Mr. Ibrahim Marlow Noor is a highly experienced public sector leader and humanitarian finance expert with over 15 years of service in government administration, agricultural development, and international emergency response. His diverse career spans senior executive roles at the county government level and complex financial coordination in humanitarian settings.

As Chief Officer for Agriculture, Garissa County (2020–2022), Mr. Noor led transformative initiatives in value addition, crop husbandry, irrigation, agricultural mechanization, market access, food security, and soil and water conservation. His leadership directly enhanced agricultural productivity and resilience for farming communities in arid and semi-arid lands.

Prior to that, he served as Chief Officer for Finance, Garissa County (2017–2020), where he oversaw public finances, budget formulation and execution, resource mobilization, debt and asset management, and intergovernmental fiscal coordination. His stewardship ensured fiscal discipline and transparency in county operations.
