Mr. Samuel Muigai
Mr. Samuel Muigai serves as the Deputy Director of ICT at the Kenya Marine and Fisheries Research Institute (KMFRI). As a seasoned ICT professional, he specializes in digital transformation, cybersecurity, Artificial Intelligence (AI), enterprise systems, data analytics, and ICT governance. Muigai’s career includes leadership roles across the government, research, software development, and telecommunications sectors, equipping him with a combination of strategic vision and technical expertise. Previously, he was the ICT Director at the County Government of Tharaka Nithi, where he spearheaded several public sector technology modernization initiatives.
Muigai holds a Bachelor’s degree in Software Engineering, a Master’s in Computer Science, and is currently pursuing a PhD in Computer Science. Muigai is certified in Project Management (PMP), Cybersecurity (CompTIA Security+), and Big Data Analytics. He is an active member of the Computer Society of Kenya (CSK) and the Information Systems Audit and Control Association (ISACA), through which he remains engaged with the broader professional dimensions of the ICT field. Beyond his profession, Muigai demonstrates a strong commitment to community service through Rotary International (RI), where he is a Past President (PP).
