Mr. Ibrahim Marlow Noor is a highly experienced public sector leader and humanitarian finance expert with over 15 years of service in government administration, agricultural development, and international emergency response. His professional journey spans critical leadership roles in both county government and the nonprofit sector, with a track record of delivering strategic impact through financial oversight, policy implementation, and sustainable development programming.
Between May 2020 and August 2022, he served as the Chief Officer for Agriculture in the County Government of Garissa, where he led wide-ranging initiatives to transform the agricultural sector. His responsibilities included promoting value addition and manufacturing using agricultural raw materials, improving crop husbandry and irrigation systems, supporting agricultural mechanization, and enhancing access to markets. He also oversaw plant disease and pest control programs, coordinated agricultural extension services, promoted climate and weather information dissemination, and facilitated access to subsidized farm inputs and affordable credit for farmers. Under his leadership, the county emphasized food security, soil and water conservation, and expansion of land under irrigation to enhance agri-business and productivity.
Prior to that, from December 2017 to May 2020, he served as Chief Officer for Finance in the same county government, where he oversaw the management of public finances and economic affairs. His responsibilities included budget formulation and execution, resource mobilization, debt and asset management, financial reporting, policy development, intergovernmental fiscal coordination, and capacity-building in financial management. He played a key advisory role to the County Executive Committee and Assembly, ensuring transparency, accountability, and compliance with national financial legislation.
In addition to his roles in public administration, he has served since 2017 as the Emergency Finance Coordinator for Save the Children – Somalia/Somaliland, where he is responsible for managing the financial architecture of emergency response awards. His work includes donor financial reporting, grants closeout coordination, budget versus actual analysis, proposal development, master budgeting, staff training, audits coordination, and ensuring full compliance with donor and organizational policies.
His earlier career includes significant finance and administration leadership roles with Terre des Hommes, Education Development Center (EDC) – USAID, and Save the Children International. Across these positions, he managed multi-donor budgets, developed financial controls, implemented donor-specific reporting structures, led field-level audits, coordinated human resource processes, and supported logistics and procurement compliance. He has provided oversight for both national and international financial systems, implemented award management systems, and supported sub-grantee capacity development.
His comprehensive experience spans grant management, strategic budgeting, treasury and accounting systems, statutory compliance, and policy development. He has managed diverse teams and worked collaboratively with technical experts, government agencies, donors, and community stakeholders to advance sustainable finance and development goals.
